and do you mean now for PVE or PVP?

Not everyone is content with being noncompetitive and not everyone has the ability to test these things in such depth themselves.

well no, I play only casually, but still I want to have the best gear possible (I know that skill setup and PRACTICE is more essential to be able to be good, but gear is also important part of it)
For Magblade PVP, I think the template is still the same for destro/restro damage dealers: 2 skoria + a front bar damage set + a back bar sustain/utility set. One possible exception would be the Riposte+Trans combo if you aren't running in a group with members already using those sets - while being 2 "sustain/utility sets" using both together is very effective and worth using if you run solo in particular.
Even in Morrowind, I felt that Spinners was the best DPS set for Magblade. Think I feel even more strongly about that now. It gives like 50% more penetration than Sharpened does now. I have similar feeling about Skoria - already was the best but now is frankly over tuned even (in comparison to the nerfs other proc sets took). Indispensable in PVP if you are a damage dealer.
So if going Destro/Restro I would recommend starting off with 2 skoria, 5 spinners (with a spinners destro staff) then use a back-bar sustain or utility set like lich, transmutation, wizards riposte, etc. Pretty much the same thing as in Morrowind. Personally, I'll probably be going with lich because I play no CP and typically run with a support trans/riposte user anyway. You could certainly swap out another set for Spinners if you prefer - Necro/War Maiden/Julianos are all good options.
I do keep going back and forth on what trait to use. Spinners doesn't come in nirn but it may be preferable to use Infused or Precise over Sharpened. In no-CP in particular, I think precise may be useful to get crit up to a respectable amount. Definitely going to toy around with the different traits. The nice thing about Spinners is that Spinners + Light Armor + Mark gives something like 13.5k pen so I think you can get away with foregoing Sharpened for another trait. I also need to think about Mundus. Atro/Apprentice/Lover all seem like even more solid options now with the nerfs to Thief/Shadow.
As a final note, one wild card set I'll throw in there is Torugs. I do wonder how Torugs + Infused will be this patch. With the nerf to Oblivion damage I don't think it will be as strong, but still think it could be very viable.
