I think they know about Fort Virak, at least on PC/NA, as the accounts do change after a few weeks.
There are "hot spots" in the game where bots can almost always be found. I expect that ZOS knows about them. If ZOS is waiting around for someone to report them before they take action, then that is probably part of the problem.
