I have a MacBook Pro, and though this computer is truly superior for day to day tasks, it just doesn't have what it takes to run even high perfectly (even when running on Windows Bootcamp). I have about a $2500 budget, and if I can spend less for the same results, I would rather go that route of course. I am simply wondering what it would take to run at 60 FPS in a 200 player Cyrodil battle, with all the graphics maxed out at about a 2800x1800 res.

In huge Cyrodiil battles, sometimes framerate will drop, even if you are playing on $10,000 machine. If you will play a lot in PVP, I suggest to get good CPU, as this makes a huge difference in large battles.
You can build very good PC which can handle 2880x1800 ultra settings 60fps no problems (excluding server issues, massive battles) for about half your budget. If you want to spend more, go with 1080 or 1080ti, but not necessary IMO as 1070 is fast enough for this resolution.
