The problem with Imperial City [IC] DLC is that it is a mixture of both PvP and PvE. There is a story-line with associated quests. I strongly believe that I should be able to complete the PvE content without being forced into PvP. I ageree with @Arbi when they say; "I hate the idea of someone ganking me [and even more zerging me] while i fight something". Even more so, I hate the idea of being forced into killing another (real) person.
I do not advocate making the whole of IC and Sewers PvP, only that there be an option for completing the IC Story-line quest without the PvP aspect.

but you cant send a bunch of people into an area like that without some sort of quests. apart from the fact the game already has that - its called a battleground. In an area the size of IC, if you made it questless to remove the pve components, less people would go because it would only leave 1 single thing to do in an area far too large. even cyrodil gives you quests - take the keep, take the resource, scout the resource. those are technically pve quests too since they can all be achieved without even seeing another player. its just more likely that you will.
and you arent forced to kill others in there. sneak, take it careful and run instead of fighting. and occasionally die. all of that can be done without you 'being forced to kill another player'. and who knows, after you get killed a few times, maybe your objections will go away

I would ask you to learn to read more carefully and please do not to take what I have said out of context - so that the main thrust of the point I was making is completely lost.
Did I mention taking away the IC story-line away from PvP? No I did not.
Did I mention making the whole of Cyrodiil PvP? No I did not.
Did I say that I have tried PvP? Yes I did and I said I hated it even more, so one can safely conclude that my distaste for PvP will not go away and just for your information, I have done most of the IC story-line but doubt if I will ever finish it

I said that I would like an "option" to complete the IC story-line without a PvP aspect to it. I am neither a game designer nor am I computer literate. I have no idea whether it is feasable (or even desireable by the Dev Team) to have an optional PvE instance (or something similar). If it was possible and there was an option to do the IC story-line in either PvP mode or PvE mode, then I would choose to to it in PvE mode.
If having an option never happens, then too bad. I would feel sad that there is a part of the Main Story that I probably will not complete but that's tough. There are plenty of other things in Tamriel to keep my Character's happy for a long time yet.

In my opinion IC needs one serious but very simple adjustment to make it more enjoyable. You can only steal as many Tel Var as you carry on yourself. After that all the gankers will have to think twice before jumping on an unaware player. This will bring back the thrill and excitment. Because a failed gank will have the same consequences for the ganker as a successful one has for the victim.

They really should have made IC integral to the emperor crowning. My idea was that, when an emperor was crowned, every faction rushed into IC to crown him. Though it would make it a zerg fest, it would be very interesting and more useful than it is now. Too bad though.
needs consistent and full factional participation - the only way that will happen on a consistent basis is if imperial city becomes it's own map...

I love this game but there are a few aspects of it that I do not enjoy playing at all. PvP is at the top of this list.
For those who say; "Try it; you might enjoy it." I would say; "I have and I hate it even more".
The main reason I do not like PvP is the fact that I am killing, or attempting to kill, real people. That aspect sits very uncomfortably with me. It is not a case of 'get gud' or 'practice makes perfect' in my case.
