Not sure it was like that before a month or two ago...I never noticed it at least.

So can we kill a guard with a zerg?

No. When they drop to 0 they(according to some addons that do see their actual health), they don't die but instead start doing gigantic one-shotting aoes.

I've been able to breakfree from guards' cc before, sounds like a bug OP. Sorry it happened. 40k though...how the heck o_o

The only broken thing I have noticed about guatds is that they sometime run up to me while I have a bounty, and I see my character raise her hands, but then the guard just leave. Without anything else happening. I mean, I don't complain, but wow it's freaking weird.

The immortal guards are there to keep the filthy, mess making, civilian butchering vermin under control, and yes if you like slitting the throats of helpless men and women then that includes you. Personally I would treble their persuit range and massively boost their damage output... I'm soooo bloody fed up of corpses strewn all over the floor in every sodding town! I would hapily pay extra to make the whole sordid butchers shop invisible. :/

I am the Vestige, defeater of Molag Bal, yet I cannot fight a guard, much less break free? Fix your game ZOS.

Yet, nobody cares what easy quest you did and what easy NPC you killed with a x10 damage multiplier

40k worth of stolen goods and with A FULL BAR OF STAMINA I cannot break free from petrify. Die, lose it all. I am the Vestige, defeater of Molag Bal, yet I cannot fight a guard...?
    But of course.
    Working as intended.
If you could fight off the guards with impunity, the thieving game would be turned unplayable by jerks, and the criminal system would become worthless.

(though I admit they should have been handled differently... maybe with them being just normal mobs, but firing off some "capture criminal" spell at 50% HP that auto-arrests you, wraps you in mystical chains for them to search and process instead of being godlike guards)

And you -don't- carry that much loot. You take a dash to the outlaw refugee fence before it gets that much. That way your losses never go too high...

And remember to save your TG speechcraft for when you found something -really- nifty.
what happened to the other games where you could get your goods back?
Weren't "your" goods. You stole them, you got caught, the guard gave them back to their original owners, end of story. ;)
Also, why are the Thieves Guild footpads only OUTSIDE?
Where else would you expect random allies to be? Standing inside a residental building?? Where would be the sense in that?
The footpads are random thieves that spot guards chasing you, and decide to offer a helping hand. They are thus only in places where one might expect to meet "random thieves" - aka, the streets!
...but why OH WHY must the guard use the flare, then an unbreakable CC after?
...exactly so magblades -don't- get a free ride! (not anymore at any rate)

Here's what you do next time - break out your selfheals, and run. Just run. Jump down some ledge if the city has one to use their pathing against them, and run. Run out of the city, or better to the pier if present and jump into the water, then swim away. They will use their chains to pull you back, but you can jist heal their blows and keep running. I escaped dozends of angry guards that way - if my nightblade tries to stealth, I get instakilled, but if i just run, I have a good chance of getting away.

If they catch you inside some house, you are most likely fu... uhm... in deep doo-doo. But its still possible to loose them -just- long enough to use the door in some houses (the ones where you can take a jump shortcut to -again- use the guards pathing against them - run up the first floor, jump down, grab for the door, hope they are slow enough you will be able to dash out just as they come to hit you again for the "in combat" timer - sometimes it works, more often not, so don't go burglaring laden with goodies)

^This. Even works well with my Stam DK, so much so, that I gave myself the Master Thief title before it ever came out. That and knowing where all the guards are (and other npcs) and plotting your path from there. If you're getting caught - you're not doing something right...

The guards are supposed to be a ridiculous pain in the butt. That's the point. It motivates you not to get caught.

I'll also agree with what some others have said about not walking around with 40k worth of stolen goods and a bounty. One of those is fine, but both is tempting fate. Even if you're a pro at losing the guards, you could always have some freak bug (like this one, possibly) mess you up and get you caught. Definitely don't go indoors where there are guards in that state!

If you want to play stealth, you have to be smart about it. Otherwise, yeah, you're going to learn your lesson the hard way like this.
    Living vicariously through my characters.

    My Girls:
"If you were trapped in your house for, say, a year, how would you pass the time?"

Nephikah the Houseless, dunmer assassin: "I suppose I could use the break. I have a lot of business holdings now that need management."
Swum-Many-Waters, elderly argonian healer: "I think that I would enjoy writing a memoir."
Silh'ki, khajiit warrior-chef: "Would this one be able to go outside, to the nearby river? It's hard to fish without water!"
Peregrine Huntress, bosmer hunter: "Who is forcing me to stay inside, and where can I find them?"
Lorenyawe, altmer mechanist: "And why would I want to go outside in the first place? Too much to be done in the workshop."
Lorelai Magpie, breton master thief: "I'd go nuts. Lucky for me, I have a little experience sneaking out!"
Rasheda the Burning Heart, redguard knight: "I would continue my training to keep my skills sharp."
Hex-Eye Azabi, khajiit daedric priestess: "I suppose it would be lucky, then, that I built a shrine to Mephala in my backyard."
Yngva Stormhammer, nord bandit (reformed...ish): "I hate being inside even when I'm not forced to be. GET. ME. OUT."
Madam Argentia, vampire dunmer aristocrat: "I suppose it would be more of the same. I have a rather... contentious relationship with the sun."
Mazie gra-Bolga, orc scout: "Uh... I'd have to house train my bear..."
Felicia the Wanderer, imperial witch-for-hire: "What Lorelai said."
Calico Jaka-dra, retired khajiit pirate: "This one would like a rest from her grand adventures. Her jewel shop runs out of stock!"
Shimmerbeam, blind altmer psijic: "Provided that I am confined to Artaeum, I do not think I will want for things to occupy my time."
Shauna Blackfire, redguard necromancer: "Sounds like paradise. I hate people."
Kirniel the Undying, cursed bosmer warrior: "I would feel useless, not being able to fight."
Echoes-from-Dragons, argonian who thinks she's a dragon: "All the better to count my hoard!"

(Signature idea shamelessly stolen from Abeille.)

You can be them but can you also be a good thief? Considering your whining for the guards, unlikely. You are a bad thief if you let yourself be catched by guard. It's not the game, it's only your fault. See it that way that if you run with 40k worth stolen items you should not mess with the guards, go and sell the items then come back and mess with them. Your fault, stop blaming game, Mr Clumsy Thief :p .

First of all you should know Molag Ball is just a big fronter. He is about as tough as a mudcrab.

Guards are the true heroes of this world, but they are in the guard union and can't scab it up doing grunt work killing daedra. That's the fighter's union cutout. That's what happens when socialism takes over a perfectly good global economy, no merit based work, just slags stuck in ruts doing grunt work, cleaning up slightly-more-powerful-than-mudcrabs-vestiages from dirty streets littered with the respawn of npcs brutally 1-shotted by synergies.

In Abah's Landing, I've had guards petrify me repeatedly where I can't break free with 10k stamina and cc immunity didn't work. It sucks! Switching to dodge roll instead of break free helps sometimes, as does rapids.

As for carrying around stolen goods: the fence limits are still fairly low, so if you do a couple of circuits of Abah's Landing and some TG quests you'll use up your sell slots in no time even when you destroy all white items and known recipes. And I can't be bothered paying off every little bounty when I know it'll take me ten minutes to get to a refuge. /shrug

I don't understand why the guards are so tough. Not like we need the protection from enemy faction attacks.

Because they don't allow enemy faction attacks.

Maybe they should allow enemy faction attacks. Then the tough guards would actually make sense.

If their health bar has ever bugged out for you, you notice they have something like 10million HP. Its really excessive. If these Guards are basically gods. Why dont they go out and fight all the monsters and daedra....

Wanting ESO to work like a game build on stealth? Heavens no.

Everyone in ESO has the ability to go into stealth when facing a guard with the use of alchemy pots. In the case of OP, he/she could have used the pot, gotten the heck away from the guard and escaped. CP 150 pots keep a player in stealth for about 15 seconds which is plenty of time for an escape.

Merely takes an ounce of planning and good evasion so not to be hit by something that would take the character out of stealth. Not a big deal at all. Since I figured it out I think I have only been caught by a guard once or twice. Not a big deal and certainly no reason to qq in the forums.

Are you guys for serious? Do you want every *** to start killing every killable npc and guard in towns? Guards must be strong to prevent such things. If you want to slaughter cities, then go play previous TES games on easiest mode and kill your immersion, but not mine. I'd prefer to disable justice system than nerf guards to this point when players are able to make chaos in every town. You can just flee from them, it's really easy. If your problem is that you are the worst assasin/thief, then just l2p.

The only thing that needs to change is guards needs to stop talking smack at you. Making someone an immortal and then have them insult you without chance of rebuttal makes it a bully simulator. That or give you the option for withering putdowns that make them run away.

"Did you fall out of the ugly tree and hit every branch on the way down?"
"At least I didn't hollow it out and live in it, Bosmer vermin."

    "Surprise me, say something intelligent."
"You're an idiot; wait, sorry, that wasn't smart, everyone can see that immediately."

"When I want your opinion, I'll give it to you."
