Minor Toughness on Warden?

Last passive in Green Balance says "When healing you or an ally, grants them Minor Toughness which increases Max Health by 10% for 5 seconds".
I cast Vigor, Soothing Spores and Healing Thicket on myself and don't see Minor Toughness buff, or my health change. Is this passive bugged or am I not understanding something?

✭✭✭It won't proc unless you are damaged. If you are at 100% health it won't start it. Same goes for your allies.4 -
