Dev incompetence may exist in other areas of ESO, but not with regard to the issue at hand.
You must know that in most MMO's, the mobs have "leashes" that force them to recall once they leave a predefined area.
Additionally, players cannot attack when in certain water depths, so having mobs chase them and being able to attack while players were defenseless, would cause an outcry from players.
I think Slaughterfish are one step higher on the food chain
