What determines whether a potion gives major/ minor buffs

When I look at the ingredients in like dragon thorn/mountain flower it says they require the same ingredients to make in this thread https://forums.elderscrollsonline.com/en/discussion/284053/buffs-and-debuffs-a-full-list-updated-for-morrowind/p1.
Also, are the minor versions of potions cheaper to craft if they require different materials?

mesmerizedish✭✭✭✭✭Major buffs are granted by potions. Minor buffs are granted by poisons. They're similar words so if you weren't reading carefully you might not have picked up on it.1 -

Oh wow, that makes a lot of the minor buffs more rare than the major ones!

It grants your enemy a similar debuff and buffs you with the minor effect"If a stick of fish is a fish stick, it will stick like other fish sticks stick"

It includes what alchemy mats you need and if its a poison or a potion for getting them if you can get them from alchemy.0 -
