Who here would be interested in forming a flash mob? The more the merrier, we could flash mob all across Tamriel for all I care in any major city. I'd say we need at least 24 people, but wouldn't it be cool and memorable if we got hundreds? Its when a bunch of people come outta nowhere and do something to random victims.
I interpreted it as NPCs coming outta nowhere attacking people, but in this sense its people not NPCs.
think about going into a dungeon in PvP, fighting a boss... Then outta nowhere you see 24 people and they all trample over you.
