Does minor slayer buff work in imperial city districts?

Hey there!
I was just wondering, when you are killing the patrolling horrors (big bosses) in the imperial districts, does minor slayer apply to those bosses?
Technically imperial city is not a dungeon or trial and minor slayer only works in dungeons or trials so my guess is it wont work?
I was just really curious, let me know!

✭✭✭It will not work in the overworld, including zones such as cyrodiil and Imperial City. Its only 4 man group dungeons and 12 man trials.1 -

Don't forget Maelstrom as well, it basically works in Arena's, dungeons and trials.
