Edit: It appears to actually be the full proc, if I'm near a hostile enemy, it'll target the nearest one and initiate combat.

Wait, so if you place a ground AoE down, it can proc Red Mountain whether or not the AoE is actively damaging something, and that RM proc can then apply damage to in-range targets?

When it initially occurred, I thought that it was just the VFX, however, after playing around with it a bit, if an enemy target is within range when it procs (non-damaging proc), it'll target that enemy. So the full proc is actually going off, but if no targets are in range it'll just pop up and look pretty.

    To clarify:
Yes, if you place a ground AoE down it will proc Red mountain regardless if it hits an enemy (you could place the AoE in water). If that happens, one of two things will occur:

-A valid enemy target is nearby: Red mountain will shoot at that enemy (It'll spew)
-No valid enemy is nearby: Red mountain will just have the eruption effect occur

This is checked from the player's radius, but I have not tested what will happen against targets that are more than 50m away from the player, and are suffering from a weapon ability based DoT

Red Mountain will only proc off of damage from Weapon Abilities. I have not tested if Cleave, or the Destruction Staff Ultimate will proc this.

I have absolutely no idea how this set is even comparable to infernal guardian
