I can't find Deryn Beltran anywhere near Kragenmoor or in Kragenmoor to start the Aggressive negotiations quest

    Hmmm.... well the best alternative I can offer right now is to try going into the Grandmaster's Palace in Kragenmoor, since that same quest can also be picked up from Omin Dres in there.
