Actually on stamina user You get get similar or sometimes higher DPS with 2 hander then with dual wield and on magicka DPS staffs are dominating. You want to buff something that is already strong enough.

As far as the weapon damage thing goes? DW line get a passive damage buff that basically puts them on par with 2h (6% of offhand weapons damage added to weapon damage) + they get 2 set pieces.
The fact this is still a discussion is bizarre.
Make all weapons do approximately the same base damage.
Make all weapons from the two handed, bow, destro and resto skill lines count as 2 pieces of a set.
Keep one handed weapons and shields the same.
Fixed.

I've actually been considering posting something about circlets being a 4th jewelry piece. They were present in Skyrim.

People forget this. The bonuses and damage done is increased to make up for the disparity. But having it count as two so you can get the additional bonus would actually mean a nerf for that.

So yeah, in terms of "fairness" it's a bit messed up that anybody with a 2H can't have 2 5pc bonuses and a monster set, but in terms of numerical dps balancing, it's actually better this way.
Personally, I wish they'd tone down the dps from staff users and 2H wep users and make them count as 2 pieces just so that everyone can have 12 set pieces and it's all equal in terms of set bonus opportunities, but that's just the OCD coming out I think.

Mages already dominate trials with 2h on both bars you want them to become stronger?
Dw is a the best thing stam builds got because you can have 2 face pc and a monster set which gives a lot of dps.
U give mages that and its over for stam
