@ZOS - I was going to include the concept of 'transparency' in my original post, but removed it.
The point of that is now we can't tell if the issue was resolved based on my efforts; or something that you guys have done.
If you have done something, then thanks! the last two hours have been exactly what I expect with smooth, responsive gameplay, for the most part. FPS in 15-20 range; Latency in 400-450, with no evidence of the 999+ spikes.

    @Yarlenzey

Considering you edited out where I suggested you contact tech support (because problems like yours are mostly due to local issues) then state my comment was helpful as ever demonstrates a dogma that wants to ignore the obvious and best course to find a solution.

You come into the forums and complain about an issue you are facing then completely ignore the likely best solution provided. There are a great many players from AUS/NZ and areas of the oceanic pacific that play this game and do not experience what you are explaining on a regular basis.

Further, it is rather irrelevant what internet access you have at your door if the path your data takes brings it through a bad switch or there are issues on your own PC. Your issue is likely the ladder and could be any number of things which is why Tech Support is your best option. Besides common things they look at in the beginning, there is a report you are able to run via the Launcher that could possibly help Zos figure out what is hindering you.

    Ignore at your own peril.

I have the best ISP service that money can buy here in Australia. That is, Platinum NBN FTTH.
Don't know the figures, but I It's better than most Australians have access to.

Yes! I have a potato! Celeron 2.1 laptop with something burning under my left hand labelled 'onboard gpu'.

A number of things happened just prior to this:
    • I ran CCleaner and removed any stray temporary files that may have been an issue.
    • I ran whatever the game 'Verify/rebuild' thing is called.
    • I disable Master Merchant addon.

When restarting, I was required to accept the TOS again; and also provide a TOS response about addons.
I don't know at this point if there has been a change; but I'm assuming that there was.
Since then, I can login quickly and game play had been the best its been for several weeks now

clearly you don't have the best service then. 50mbps FTTN (half what you have) here and I still ping 280-290 on average which is about what my previous ADSL2+ service did.. and this is in Perth.

i've said this in dozens of similar posts before when Aussie's cry about this - you will never ping under 250 because the latency between submarine hops to the US is circa 200ms on average, plus your capacity backhaul at each end of that will add another 50ms easily. 400-450ms? I'm afraid to say - that's your link.

Therefore I put this helpful guide together for yourself (and other) Aussies to understand their Internet with regards to ESO.

    But I have 100mbps FTTH!
So? You have a fiber optic termination to a NTD on the wall outside that is rated at UP to 100mbps between the premises and the NBNCo Edge Switch. That is it. 100mbps from your house to edge switch ≠ 100mbps to the Internet. Remember there are other people patched into those edge switches and they will be load balanced even if they are on separate VLAN's because the trunk from that edge switch will be limited as well. Large Aggregation Switches serving your area might be in stack config to save backhaul fiber costs which means 2 switches at full load assuming they're 48 port will max out the trunks on those switches assuming they are 10gbps trunks.
There will most certainly be more than 96 houses connected to a single aggregation stack - this is the way ISP's have operated for decades - it's called link contention. You oversubscribe a link deliberately as it means more money and the reality is not everybody on those links are hammering their connections 24/7 so there's scalability. Some ISP's have fairly low contention ratio's which mean faster general speeds for their end users. Some ISP's (*cough* Dodo *Cough) have ridiculously high contention ratio's and you can see the difference during peak times. ISP's these days like to call it 'congestion' on the network - but lets call it what it really is - greed and maximising profits by reducing bandwidth consumption at the wholesale level.

    But it's not my router!
Yes it is. If you can buy it in JB Hi-Fi it most likely is. ISP Provided routers are junk (i.e. Technicolor), as are most Netgears, DLinks and even Billion has started to suck these days. I got rid of my last consumer router ages ago when I put a Cisco 1941 ISR in as my core router. Overkill for home? Absolutely - but I got it for a bargain ($600 several years back) and it's not missed a beat, ever. Constant 290 pings on the old DSL-M HWIC that was in it (even behind a RIM) and even now on the VDSL HWIC it still pulls 280 pings. Overwatch - 45ms. Not saying go shell out on a Cisco, not everyone has the skill to write configs for them anyway and for the general user it would be a nightmare, but even a more higher end device like a Draytek would be a vast improvement over the bog stock run of the mill consumer grade gear.

    I'm getting 15-20fps - It's your fault!
No it's not. That's your potato machine. I get 99fps constant here at 2.5k (it would be more but the game limits it) resolution, with occasional drops to 60-70 in cyro or heavily populated zones (i.e. mournhold when 4 duels are going off around the wayshrine). That said, that's a GTX1080. Clearly not everyone has that kind of gear but you said it yourself 'onboard gpu'. That is your problem. Onboard GPU means you have one of three things -
    1. you either have just an Intel HD Graphics chipset, which is rubbish, steals system RAM and won't handle ESO well at all
    2. you have a standalone AMD Radeon or nVidia GTX Series chip which has it's own memory.
    3. OR a combination of both which is quite common on gaming laptops.
If you have number 3, the aftermarket GPU only usually kicks in when the laptop is plugged into AC Power. This is the way it's designed due to the amount of power the GPU will consume. If you are on battery it will only use the Intel chip and hence, you will get 15-20fps as thats the max it can handle. However as you said you have a Celeron, which says to me you only have option 1.. And that is pretty much why you get 15-20fps.
Remember your GPU has to take in and render all the data streams its being fed in order to output display, if you are receiving more data on your link than your GPU is capable of processing, it will slow the framerate and drop frames in order to maintain some form of visual. That's why when you are in high population areas your framerate may drop substantially as it suddenly has to deal with a lot more visual input data, and it doesn't help when you have muppets running around a wayshrine spamming Blazing Spear and Healing Springs over and over.

Perhaps you missed the subtlety of this comment?

I read that and have no reason to dispute it. 390-450 is what I got after corrective action, either here; or at ZOS end.
Therefore I put this helpful guide together for yourself (and other) Aussies to understand their Internet with regards to ESO.

    But it's not my router!
I got it for a bargain ($600 several years back) and it's not missed a beat,
SO? I need to invest in a commercial quality router to play a game, then?
    I'm getting 15-20fps - It's your fault!
No it's not. That's your potato machine.
Where did I say "it's your fault"?

I know full well the capability of my GPU; and the fact REMAINS that is most situations it works well, when configured conservatively. I don't get high detail or beautiful, rolling graphics, but it's playable.

The same problem as described here, is was re-described after the 10 July maintenance by many, many players outside of Australia. On that basis, none of your argument really holds any water.

    EDIT TO ADD:
    This one:
    1. you either have just an Intel HD Graphics chipset, which is rubbish, steals system RAM and won't handle ESO well at all

I want a working game, please.
    Specifically:
    • A game that I can actually play within 5 minutes of starting it.
    • No 15, 20, 25 minutes of staring a loading screens.
    • No random disconnections.

I don't actually have 60-90minutes per day to waste on these issues.

    What server/platform are you on?

I'm on the PC/EU server, and during the week at EU prime time i log on for an hour per night, during this time i 'm logging 8 characters in and out (crafting writs, horse training, sorting inventory), and zoning all over the place (i do three dolmens on each character, and daily pledges on each character), and i don't generally ever see more than a 30 second loading. I spent all last saturday running four of my eight characters around Cyrodil trying to get all the shards and again the longest load screen i had was a little under a minute.

    It maybe server/platform/location related.

    EU.

But this discussion is somewhat irrelevant now.
For whatever reason, the problem was corrected for about a week, prior to Monday's maintenance. However, from what I read here (the forum) now, lots of players all over the place have had similar problems since then. I'm not clear on if its been fixed again, or not.

My own view is that it is a load balancing issue at the server end. But that's as much of a guess as anyone else's.

For the numpties out there: This post was to point out that having a 'freebie' promotion in the middle of all this angst, really wasn't what I needed right now. I needed a working game, which for the record, is not an unreasonable request.

Game runs well on my potato until I group in Cyrodiil, you know when being in a group is almost mandatory now.
The load screens and lock ups in big mish mashes means its better just to kick about 'solo'

I know there was an issue with a server outside of ZOS' control that was having issues and bottleneck anyone trying to connect to the US servers that was routed through that point, and that ZOS had contacted them to ask them to fix it. Whether it's fixed or not i don't know. It wasn't effecting everyone, but quite a few people were being routed by their ISP's via that server and had issues. Something that isn't ZOS's fault and almost completely out of their control.

Anyone who says he/she never experienced an infinite loading screen in Cyrodiil is a liar. Sure, they don't happen ALL THE TIME but they are common enough to notice and be bothered by.

And no, I'm not running my game on a "potato". My rig is not high-end any longer (if it ever was) but it's beyond good enough for ESO (i74790k/SSD/16gbRAM/GTX970). If it can run Witcher 3 maxed out smoothly @40-50 FPS then it should have no problem with ESO.

I understand PvP lag and I know ZoS is doing their best to fix it. I also sometimes briefly lag in PvE zones which I blame on connection troubles and/or add-ons. But saying these things are non-existent is ignorant.

If your game is taking 5 minutes to merely start and you have 15-25 minute load screens constantly, heck, longer than a couple minutes, I would suggest contacting tech support because something is wrong on your end giving I assume you have a decent PC, well, or not on console.

Essentially, what you described is mostly due to local issues. It is not the norm.

i play on console and my longest loading screen is 30 seconds. get off your high horse and see the pc version has more issues then the console ones
