I have the best ISP service that money can buy here in Australia. That is, Platinum NBN FTTH.

Yes! I have a potato! Celeron 2.1 laptop with something burning under my left hand labelled 'onboard gpu'.
A number of things happened just prior to this:
- I ran CCleaner and removed any stray temporary files that may have been an issue.
- I ran whatever the game 'Verify/rebuild' thing is called.
- I disable Master Merchant addon.
When restarting, I was required to accept the TOS again; and also provide a TOS response about addons.
I don't know at this point if there has been a change; but I'm assuming that there was.

clearly you don't have the best service then.
i've said this in dozens of similar posts before when Aussie's cry about this - you will never ping under 250 because the latency between submarine hops to the US is circa 200ms on average, plus your capacity backhaul at each end of that will add another 50ms easily. 400-450ms? I'm afraid to say - that's your link.

What server/platform are you on?
I'm on the PC/EU server, and during the week at EU prime time i log on for an hour per night, during this time i 'm logging 8 characters in and out (crafting writs, horse training, sorting inventory), and zoning all over the place (i do three dolmens on each character, and daily pledges on each character), and i don't generally ever see more than a 30 second loading. I spent all last saturday running four of my eight characters around Cyrodil trying to get all the shards and again the longest load screen i had was a little under a minute.
It maybe server/platform/location related.
However, from what I read here (the forum) now, lots of players all over the place have had similar problems since then. I'm not clear on if its been fixed again, or not.

If your game is taking 5 minutes to merely start and you have 15-25 minute load screens constantly, heck, longer than a couple minutes, I would suggest contacting tech support because something is wrong on your end giving I assume you have a decent PC, well, or not on console.
Essentially, what you described is mostly due to local issues. It is not the norm.
