Gosh, you're right. Let's go ahead and completely overhaul the whole game again. What a realistic expectation.

Actually, the quality of mats you find has nothing to do with your character level and everything to do with how many points you spent (or not) in the related crafting lines.

Yes, but you still get the "old" mats that match your crafting points spent. Either way, you can still get the lower level mats that way.
