Ruffian passive clearly states that it only applies to Dual Wield abilities.

I don't think this is true anymore, it got nerfed a long time ago IIRC. The only spell damage buff you get from dual wield is what you get from the off-hand weapon (20% of tooltip), which is still substantial.

Still works, what was nerfed was the bonus damage from the offhand weapon, to bring it in line with 2H.

Both 2H and DW swords thus provide extra damage to magicka characters, since it increases overall damage done (including derm proc sets, unlike daggers).

And unless they changed it, they do not work while using Overload. Only one I'm unsure is for werewolves.
