Yeah I guess, probably preparing for when they up the gear cap.
Item Sets
Any Item Set that had a 2, 3, or 4-piece bonus that granted either Spell Resistance or Physical Resistance has had that value increased by roughly 35%.

• Fixed an issue where the Invitation to Morrowind would appear at the level of the character that first received the mail, which would prevent your lower level characters from reading it.
Shadow of the Red Mountain: This Item Set’s proc now <deals oblivion damage> that <is undodgeable> and <creates an aoe> at the <targets feet, hitting all enemies within 9000 meters.>

Before viper came out, looking at that set you could say "if that were true hunding rage 5 piece would give 600 weapon damage, this is obviously ridiculous"
Say its with 9 meters, not 9000(obviously trying to be sarcastic there). Thats a rather plausible change. Sometimes you just never know.

Now [does damage] that [scales off of something] and [something else] at the [time of the proc]?

Sounds to me more like "that does [x damage over time] and [y damage] at the end of the effect."
Like ... "This item set's proc now does damage over 5 seconds that does 1000 flame damage every second and 3000 flame damage at the end of the effect.
Or something along those lines.
Oh, that sounds too plausible. Let the imagination run.
Also, @ZOS_GinaBruno. Still no Natch Potes. Release the minions.
