How about not nerfing anything anymore. Enough with this search for a mythical balance that fits both PvP and PvE.

It's getting so if I see the word nerf in a post, I automatically assume it's a whiny PvP player who can't figure out how to beat something. Makes me seriously dislike the PvP side of this game.

This, yes proc set is OP in non CP pvp as they are not hit by the other nerfs.
However PvP and PvE is opposite, in PvP you want an level playing field, skillful new players should have an fighting chance at least in an organized group.
In PvE you want an long term progression, it don't have to be fast but you want an progression on top of player skill.
We all run into high cp scrubs.

See signature for my view on people requesting nerfs.

Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

PVP is the competitive side to ESO (excluding trials ofc). It's not uncommon for them to want balance, and these sets are truly overperforming. IMHO sets should just include buffs/debuffs, not dish out free damage.
Armor should enhance our skills, not be our skills. I'm not against monster sets doing this, as they are rather telegraphed compared to the 5pc ones.

For ZoS, there are only two settings for "balance": "Working As Intended" and "Utterly Worthless"

You all opened your mouth, so now you get to have all your gear-farming invalidated, just like BSW and every set before it. L2P or stay out of Cyrodiil. It's really quite simple.

I think they will make it like DOTs, so it will not hurt much PVE, but will remove insane burst from PVP.

At least thats what I hope to see

Making proc sets dot based is a little unfair to the classes who dont have access to purge. It also homogenises proc sets in general since there is also a bunch of dot based proc sets already.

This is not the correct solution.

The correct solution is to return critical hits on procs but make it so they scale according to your weapon/spell damage, weapon/spell critical, weapon/spell penetration only. That way heavy users wont be getting that much value from procs unless they stack weapon damage which may hurt sustain. Same thing goes for medium or light users, they will have stronger procs then heavy builds due to higher crit and weapon/spell damage but they cannot stack multiple procs because it will net low proc based damage due to the scaling requiring high stats.

That means it will be advantageous to use 1 proc set, 1 damage set and either 1 tank or sustain set. Gankers will gravitate to either 2 procs + 1 damage or 1 proc + 2 damage sets to get more value out of the proc based damage by reducing overall sustain or tankiness for more scaling onto proc's.

This in my opinion is the best way to balance out proc sets.

all classes have access to "purge" though ... just have to get to support rank 4 in the alliance ranks pvp

They could easily turn off proc sets in Cyrodil and Battlegrounds. Done.

Except that sets like bloodspawn are compelled fine. It's pretty much just the same offenders over and over: vipers, Selenes mainly, but also, veli, pirate skele, and red mountain. Even other damage sets such as grothdar are fine.

In PvP, all set bonuses should be fully nullified, so it will just be class vs class. This will remove all this meaningless debate on nerfs. Problem solved.

Remember this is still a mmo so people have different mindset... People that build their toons for PVP would quickly get bored... You would lose most of your population very quickly ... people could just play a fps and get what your talking about...
But I do see where you are coming from..
