It's getting so if I see the word nerf in a post, I automatically assume it's a whiny PvP player who can't figure out how to beat something. Makes me seriously dislike the PvP side of this game.

Making proc sets dot based is a little unfair to the classes who dont have access to purge. It also homogenises proc sets in general since there is also a bunch of dot based proc sets already.
This is not the correct solution.
The correct solution is to return critical hits on procs but make it so they scale according to your weapon/spell damage, weapon/spell critical, weapon/spell penetration only. That way heavy users wont be getting that much value from procs unless they stack weapon damage which may hurt sustain. Same thing goes for medium or light users, they will have stronger procs then heavy builds due to higher crit and weapon/spell damage but they cannot stack multiple procs because it will net low proc based damage due to the scaling requiring high stats.
That means it will be advantageous to use 1 proc set, 1 damage set and either 1 tank or sustain set. Gankers will gravitate to either 2 procs + 1 damage or 1 proc + 2 damage sets to get more value out of the proc based damage by reducing overall sustain or tankiness for more scaling onto proc's.
This in my opinion is the best way to balance out proc sets.

In PvP, all set bonuses should be fully nullified, so it will just be class vs class. This will remove all this meaningless debate on nerfs. Problem solved.
