I get what you're insinuating but then that would allow people to consistently use powerful ultimates like dawnbreaker/shield ulti every-time.
The problem with DKs is that patches in the past directly or indirectly effected their passives and various skills.

Thank you for your reply! People are already using these low cost ultimate abilities (at least from what I've seen). Now they would have a decision to make:
Either use them when they are first up and get a minimal amount of resources back or wait and get a larger amount of resources back.
The idea is not to make ultimate abilities stronger or be able to come back faster, it's just providing an option of when you get the resource return and how much you are getting.

If they are dps they would be using ults when available even a tank and healer running WH or whatever, why would they hold into their ultimate?
