But atleast you can build a character to withstand raw damage...
There is nothing I can do to protect myself from having my Magicka Pool drained away as I described in the OP...nothing.

But atleast you can build a character to withstand raw damage...

You can try to slow your rotation, purge, or build for greater sustain and more cost reduction.
People all ready did start building toward defense. It's called the meta.
Not as prevalent as before the patch but it's still quite evident that most class specs are still preferring the heavy armor. Funny thing is, they are building around the same procs, whilst in the same vein, building to survive said procs. Procs have literally defined the meta from the offensive to the defensive, everything in-between, and often both.
What is the bigger problem in todays game ?

Is that a bug? Is it not a negative effect?
Don't get me wrong, I'm not a fan of either, but at the end of the day isn't your health a resource? And isn't sustaining it from proc burst also quite costly?
