If not a forum passive then definitely a ZOS leadership passive, and one that procs constantly. You can tell when it procs by the soundFX which sounds eerily similar to "no ETA"0 -

✭✭✭✭ZOS, medium armor has been crapped on for far too long. It's time you figure out how to address medium armor survivability and IMO this is a silver bullet.
While you're at it please delete that awful stealth medium armor passive and replace with something with actual combat relevance.1
