If not a forum passive then definitely a ZOS leadership passive, and one that procs constantly. You can tell when it procs by the soundFX which sounds eerily similar to "no ETA"

ZOS, medium armor has been crapped on for far too long. It's time you figure out how to address medium armor survivability and IMO this is a silver bullet.

While you're at it please delete that awful stealth medium armor passive and replace with something with actual combat relevance.
