Generally speaking most Ops that suggest cancer builds like perma block and proc builds are a problem are usually met with comments like yours that aren't very constructive and don't help the issue. Sure the ops post is a little emotionally constructed but his point is clear. Perma block builds are an issue and should be looked at.
Fear someone blocking, they wont block anymore. Or, eventually, they run out of stamina.
If their build revolves around blocking, once they cant block they are screwed.
There's counterplay for blocking.
Downside of using sword and shield is you are less bursty than if you used something like dual wield. Your weapon/spell damage is lower so your self healing is lower. Theres a give and take.

Unless you run around with Knight-Errant. Given that, KE is a difficult build to build around. You get increased damage to only s/b abilities, but not other abilities, and it gives little health back.

Why are perma block builds an issue? If someone wants to go pure defense, good for them. They can play a role on a team that helps the group, maybe their goal is ult generation and cranking out warhorns. Why does every character have to be squeezed into one small niche? I don't run a block build, but doesn't mean they have to be removed from the game. Too many users on these forums have the attitude that their way is the only right way and everything else is broken.
People want to run a bunch of high damage, high proc builds with no sustain? Fine, let them but also let people who want to turtle up do that as well.
Play the way you want.
