If your game is taking 5 minutes to merely start and you have 15-25 minute load screens constantly, heck, longer than a couple minutes, I would suggest contacting tech support because something is wrong on your end giving I assume you have a decent PC, well, or not on console.
Essentially, what you described is mostly due to local issues. It is not the norm.

Fix your internet or get a better ISP ..... I do not have these issues. I log into the game within a minute majority of the time .....
If you are having 15+ minutes wait to play the game the issue is on your end ....
If you are having 25 minute load screens then the issue is on your end .....
Just because you have ISP issues ..... don't stop the other players without these issues receive their free cratesI want a working game, please.

Yes! I have a potato! Celeron 2.1 laptop with something burning under my left hand labelled 'onboard gpu'.
A number of things happened just prior to this:- I ran CCleaner and removed any stray temporary files that may have been an issue.
- I ran whatever the game 'Verify/rebuild' thing is called.
- I disable Master Merchant addon.
When restarting, I was required to accept the TOS again; and also provide a TOS response about addons.
I don't know at this point if there has been a change; but I'm assuming that there was.
Since then, I can login quickly and game play had been the best its been for several weeks now

The potato works well. The developers designed it to work on potatoes. Not everyone can afford a WankFactor 5000 with water-cooling and light-up fans.

You have one of the best ISPN and still 400 latency? Was that the minimap addon perchance? Only time I have lag is when I am at the border between town and "openworld", I figure the map switching between town and world repeatedly is the issue

OP, I'm guessing your issues are your own problems. I have no trouble whatsoever logging in and going to other areas.
Time spent opening the launcher to getting logged in and start playing: 2 minutes (maximum)
Time spent on loading screens: 5-10 seconds per zone switch (exceptions when in Cyrodiil)
Random disconnects: Only when my internet suddenly disconnects. I don't consider updates and afk-kicks to be random.1 -
