Baskets are not relevant to your thread. They only appear only in 3 zones.
Every MMO has their mechanics. Others make it so only one class can go invisible. In Cyrodiil a class like that would have immense advantages over the others which is why it is a good thing every class can sneak is it works in the game.
Your idea would not eliminate invisibility. It would merely provide NBs with a big advantage.
Further, Zos would not make this change to PvP only. They recently stated they do not want someone to have to relearn combat when they go from PvE to PvP. Even though that comment was misguided, because combat against players is different, it does show they would not make a change like this to only one environment.
