It's generally specific to the forum and the topic of the forum.
in this case I would say if a post has been dead since before the last major patch to the game, it's dead. purely my opinion on this part.

If it starts demanding to know where the Amulet of Kings is...then it's a necro. Or if you see obvious rot or damage to vital areas that doesn't seem to be hindering it.
Being serious now, I'd say a couple months with no posts.
Some necros are relevant. Like some post being bumped from 3 years ago complaining about a broken quest, a quest that is still not fixed to this day. from the top of my head, the quest in Malabal Tor with that f'n annoying brewer that keeps spotting you attempting to spike the ale and never moves.
If someone REALLY wanted to find out the answer to this, they would start necro'ing old posts...like a lot of them...from different time periods to see what the general community census would be. I am sure you'd get a lot of responses (heck it would even be a way to upping your forum star count). Go for it OP! I support you in your quest.
It all depends. If it is a positive thread or something goofy, it is impossible to necro it. If it is something negative about the game anything much more then a month out seems to be begging for the lock down.
I asked one of the mods a while back this exact question, he says about a week.
Right. There is a time dilation effect and that answer does not account for it. There is a variable conversion factor. It is determined by counting the number of days between the time something urgent hits the forum, and the official response comes. That is "about a week".
More seriously, I feel that a couple months is more appropriate than about a week, for most threads. That is because of people who do not use the forum regularly, how fast information ages on the forum, and how many mods there would need to be to lock all of those threads. ZOS_BillE is fast, but he is still only one human. I think.
Can even be this, if its a dead issue that keeps coming back.
But, generally, it gets a meme from me if its over 2 months since the post before someone resurrects the thread.
