No, it shows a tad over half perceive a decrease in FPS. It's not the same thing. Unless everybody was taking detailed, statistically reliable records before and after Morrowind then what they think is happening may be nothing more than confirmation bias.Well, this poll CLEARLY proves that half of the players have suffered a decrease in performance. So that is worrying.
My rig:
GTX 1080 6gb vram
32 GB Ram
SSD hard drives
Intel 4700 i7 processor
NVIDIA G-sync monitor
Before Morrowind : Steady 70-100 FPS at 2560x 1440
After Morrow in : 50-70 FPS at 2560x 1440 sometimes down to 20-30fps

It can also be that last GFX driver dont support Morrowind for i have friend say samething but in other game the FPS have drop and when look into it look like new nvidia driver did not support his game and it also can be that Morrowind dont support GFX 1080 atm but dont take my word on you should look into.
Beside i have GTX 970 and i have atm 70 - 100 FPS when i run ESO
