There was Spell Making in TES2: Daggerfall and TES3: Morrowind also.
Yes, it would cause balance issues, but they have it already, so it might still happen someday. They have stated on an old ESO Live that it is still on a back burner.

You find hidden tablets or pieces of tablets that you make a rubbing of and put the rubbings together to make whole tablets and put these tablets together to make spells in the same way you make glyphs.
FYI for those that didn't know, they HAVE a Spellcrafting system already designed and made and have had it since 2014, but the lead in charge of it left ZoS and it got put on the back burner.

It's never going to happen! Imagine how unbalanced the game becomes when people have freedom to create their own OP spells. Even if there is a limit to what you can do, the idea of classes would have to be scrapped. Imagine a Stam DK throwing a huge DMG crystal frag at you just to then close the gap, spam a dyzzying swing a finisher and a life stealing spell just to sap the last of your health bar. I would love spell crafting but considering this is an MMO - it's never going to happen due to balance.

Spellcrafting as designed in 2014 didn't work then ether - that's why they shelved it (balance).
But it would have worked better then, before the soft limits were removed and hybrid builds were still a thing. I'm not sure how they would go about linking spellcrafting into the current game unless it worked off the magica pool and spell power, and that would annoy stam users no end, for obvious reasons. A "stam spell" just seems silly...
I was excited by the idea of spellcrafting, particularly as in other ES games where you could learn a spell and practice it to get good - and the more powerful it was the greater chance that it wouldn't work. Until you got really good.
And that would fit in with the trailers that they are still showing where the elf woman is dual-wielding spell and sword... that would be cool.
But in a way I'm glad that it hasn't happened because you just know they would make it the most tedious RNG grind - multi-layered like ambrosia/master writs are... do something time and time again to beat the RNG gods to get a component that can be combined with something that you can only get by grinding something else until you beat the RNG gods.
In other words, something to keep us busy in the hope that we won't notice the lack of any new content
