Inferno staff vs Lightening staff for magicka sorcerer (PVP). Which is better?

I just discovered the Exploiter passive from the blue CP line and it gives 10% increase to enemies which are off balance. The blockade of Storms skill sets off enemies, so it triggers the Exploiter passive, quite nice
The downside is that you won't be using crushing shock that much or at all due to the lightening staff being a chain attack, not being able to animation cancel
So, what is better in PVP:
Inferno staff + the crushing shock spam
Lightening staff + Blockade of Storms (or any other skill that sets enemies off, are there any other?) so + the 10% increase damage done to set off balance enemies
Do any of you people know any lightening staff magicka sorcerer builds? Would be interesting to look at

✭✭✭✭I do flame staff cuz everything I do is single target and weave with force pulse until frags procs or it's time to execute. Also force pulse procs the cost increase poisons I use ᕕ( ᐛ )ᕗ"Buzz Lightyear toy isle shot" Stormcalling/Animal Companions/Assassination PVP build hater
