1) Return them to their original form that allowed for critical damage.
2) Slap Battle Spirit on them. Like shields, they are half as effective in PVP areas.

    I'd fall in love with it too. Procs sets look and feel really cool to use. I mean, a giant spectral bear mauling my opponent? Sign me up!

    Keep the style of play, but experiment with ways to improve it. Give PTS the chance to test battle spirit procs and see how it works.

    Make it so proc sets cannot carry the Impenetrable trait. This makes them less appealing for PvP (since it makes you easier to kill) without affecting PvE content (since basically no one stacks Impen for PvE).

    Yeah, folks will still occasionally get proc-nuked, but much less often since fewer people will run multiple proc sets.

I also think dropping proc set power but making them scale with weapon/spell damage only will also help as this takes away from resource stacking/regen and therefore makes another trade in automatic damage vs you ability to use class abilities. Today it is too easy to do both, making those whom choose procs to do good skill damage while also getting big damage bumps from procs. That was opposite of the whole intention of Morrowind.

    To me it just seems like the most rational, least intrusive solution, which creates a sort of baked-in counter play. Rather than tweaking the math all day long and inevitably making everyone mad. Just make Proc sets less appealing for PvP play. Let the players decide if the trade off is worth it.

    Not a bad idea. However what's happens to gear already acquired. Turn everyone's Inpen gear to prosperous lmao.

    Especially things like monster sets that are difficult to drop. Like Inpen medium grothdar from the chest. People might have spent 100 keys to get it. Or purchased gear from weekly vendor.

    Zos removed the crit to balance them for PvE knowing full well it did very little for PvP since most avid players in Cyrodiil stack inpen anyhow.

    They cannot be that ignorant of their game to think otherwise. Ok. Nvm

    The last sentence caught my attention. I've said it before that it's a poor design to be able to go for survival and yet still do solid damage with proc sets.

    Bad idea. If we have 70 sets that do proc damage only 6-7 of them are the ones that cause this problem. You expect ZoS to revert their blanket change and apply your own blanket change instead

    I had 4 vipers on my recap today

    + one ambush by a 35k hp nb for 800.

    Proc sets letting bad players deal questionable damage since 2014.

    I have every character level 50, both a magicka and stamina version.

    His point is the people who cry about AC are usually bad and are the type of people to run around in a zerg and chase a player half way across the map.

    Now those same players can pvp with their 35k hp build and deal decent dmg with procs to supplement their 2k snipes.

    I was thinking the same exact idea for them, let them critical and be cut in half by battlespirit, so they can be stacked, but negated hard by crit resist

    But ... Procc sets ARE affected by battlespirit already (the exception being stat buffs and oblivion damage).

    Most people in PvP dont use impen on EVERY available piece anyway. I generally run a maximum of 5 pieces impen, after that other traits become more desirable to me.

    Make proc sets crit again and rebalance overperforming proc sets. There is no magic trick that'll balance all proc sets are once, you can't tell me with a straight face that they are overperforming while looking at Ashen Grip, Bogdan or Ice furnace.

    The solution is to make them scale appropriately, like everything else, with max resource and wpn/spell dmge. So tanks and in no cp they aren't as dominant.
