This all day. This will make a very definite trade off for proc sets. I also think dropping proc set power but making them scale with weapon/spell damage only will also help as this takes away from resource stacking/regen and therefore makes another trade in automatic damage vs you ability to use class abilities. Today it is too easy to do both, making those whom choose procs to do good skill damage while also getting big damage bumps from procs. That was opposite of the whole intention of Morrowind.

To me it just seems like the most rational, least intrusive solution, which creates a sort of baked-in counter play. Rather than tweaking the math all day long and inevitably making everyone mad. Just make Proc sets less appealing for PvP play. Let the players decide if the trade off is worth it.
