It is genuinely funny how PS4 never has these problems. Maybe because we have 1 standardized experience instead of millions of people running unique rigs. I understand PC gaming is "superior" in many people's eyes - but these are the exact problems you get when some people run toasters and others run supercomputers - you guys don't all use the same hardware - naturally there's going to be some of your crowd that suffer... I have a hard time pinning it on the game or its servers, especially when in your own post you say you know other people on PC who don't experience it - the problem at the end of the day is likely sourced back to you, somehow (Atleast in part - severs work fine for other people).
I have a pretty decent PC but because of friends I got this game on my PS4. But I do know from personal experience that PC gaming is not nearly as reliable as console gaming simply for the fact that not all PCs are the same. Tales of Zeteria won't even run on my PC because my soundcard is too good... seriously... too good? Like wut...
I'm not saying lag never happens - it def. does, but usually at logical times like when 100s of people are in one area or you have 10 groups of people dueling beside the Belkarth Wayshrine, anniversary events and new content releases. Outside of those heavy burden times, there's never a lag issue in the last 3-4 years I've been playing. (I played since console launch).
This is just a result of the "Definitive" PC gaming experience. (Or maybe even internet, but I won't speculate about your connection because most people verdantly deny that's a possibility or take it with offense).

OP is original poster (you who started the thread) or in some cases the Original Post.
Zos actually ahs some technical support and the client has a report the is generated. With some troubleshooting and that report they may be able to pinpoint the issue. It is the normal MO in a case such as yours.

While AMD only has about 20% of the market share for CPUs in use, I would be surprised if Zos eliminated all support for their PCs.
I have come to understand AMD Dual Core CPUs no longer meet the minimum specs and this could be part of the issue OP is having, but this was a recent change, last month or two from what I understand. Technical support would consider this when they work on helping him.

That is very helpful, thank you. I will try to contact support tomorrow but again, they have ignored/deflected me before. I don't have faith they'll be interested in helping me now.

I have the best rated ISP in my city, highest connection speed offered and still have abnormally ( in comparison to other MMO's and online genres ) high latency in ESO.
110ms average latency in game which isn't terrible but it's also not consistent in the slightest. Versus this example:

lol I have 40 MBPs so like 1/3 what you have and I play fine - the servers don't pick and choose. There are several factors in between you and the server. It may not be your ISP - it may be how you connect through Sony, XBL, or the game's client on PC - servers are servers - they don't pick and choose to be nicer to some people than others. Even your location can make all the difference. You can have brilliant internet in some crap shack town and still have poor connection to games. It's not a simple point A to point B connection.

So here I am, with this game I've dearly loved and enjoyed (and still do) wondering why I even still pay or play at all.

Wifi has come a long way, and unless you're in an apartment complex or near a commercial area, the odds of your signal being too weak is highly unlikely.Second, playing on WLAN might be a bad idea. Ever so often, the link is too weak to be reliable - and lots of other WLAN networks interfere. Wired Ethernet is the way to go.
First, try to disable addons. No, really. I was lagging as well, and by lagging I mean FPS down to zero, stuttering and so on. I reduced particles, view distance etc. pp. Nothing helped. (16GB RAM, AMD 8-core 8120, RX480 8GB, SSD)
The outdated minimap addon was responsible for it. I switched to a newer, supported, minimap and everything is fine now.
Second, playing on WLAN might be a bad idea. Ever so often, the link is too weak to be reliable - and lots of other WLAN networks interfere. Wired Ethernet is the way to go.
Third, routing issues beyond your powers do happen. Mostly due monetary issues, some providers have bad peering with other networks. (When ESO started in Europe, their datacenter had bad peering as well, leading to serious network performance issues for the players.) You need to do some traceroutes to check this out.

I had this program installed on my PC. I didn't even use it! and it messed up my latency and connection to ESO. My connection was so shoddy I was actually getting fragged as using a speed hack! I was doing a dance with CS every other week as to why I was getting toons locked.
It took some back-and-forth with them but in my experience the CS folks were great. They were forthcoming with me as to what they were seeing on their end to help figure out what was going wrong.
So, perhaps you need to look at what other programs are running. Keep in mind, I had that software installed while I was still playing SWTOR with no issue. Same PC, same ISP, all the same; yet, new game and all of a sudden I had issues.
There has to be *something* causing your problem. It isn't voodoo, but it may take some investigation. Software, drivers, there is something causing it.
You need to better check your PC, fully reinstall your Windows 10 (if you're on another SO, just go to Win 10. after the last update it's very good for gaming).
I play this game on my 2012 PC. It works perfectly. I'm using vertical sync because I don't want to overload my CPU. I'm having 16 GB of ram tho and the game is installed on a SSD hdd for obvious reasons.
I'm also playing this on my laptop, bought last year, medium specifications - I paid 800 euro for it - not a gaming laptop by any means. With medium settings I still have 60 fps in most zones, I repeat, VSync is disabled. This is a must on most PC's.
I had to manually set my router with wifi analyzer because my wifi was slow. Multiple wifi modems / routers on the same channel are lowering your connection speed a lot. If you can, use cable lan by any means.

You indicate you regularly maintain your PC, but that means different things to different people.
What all does that entail for you?
The 'black screen' issue sounds like it' more likely client side.
