Thank you! Yes, It's 1 second channel time and because of the animation it takes 2 seconds to finally switch the bars.

If you cast it in a loop of 3-4 casts, for me it loops on and continues to cast instead of switching bars or cast another pressed spell. I don't know if it's the animation of what ... but it's very annoying. If it isn't intended, I hope they'll fix it. If they wants it to be like this, it feels just wrong to me. They should make it instant cast, like it was before.

In the mean time, I will only use it between fights like some sort of free mana potion.

The skill was never an instant cast. It used to be a 4 second channel back in the day. In IC they changed it to 1 sec. In DB they doubled the amount of resources and healing from the ability. In Morrowind, they increased the cast time to 1.2 sec and added an extra 0.2 of delay before using other abilities (that includes bar swap). So it is intended and all channel abilities work the same way.

This skill used to be a long interruptible channel that restored more resources the longer you held it. Now it's just a single button push. But ya, there's still a cast time. Be happy it's faster than it used to be so you don't have to LoS and hide to use it.

Long story short, wait for the animation to finish before you try to swap bars.
