Necropotence is a bad set on everything but a Sorc. While the ability dmg is very good, you lack a lot of spell dmg, therefore your light and heavy attacks deal a lot less dmg, since they mostly scale with spell dmg.
BSW is still a very good choice if there are adds around. Even with no adds I managed to get uptimes of 50%+ in pure Single target fights, wich is enough to make it better than Julianos.
If you want to go for more AOE dmg:

5 BWS/Julianos, 3+1 Moondancer/Aether/Master Architect (lightning staff), 2 Grothhdarr, vMA Inferno

Can not go with BSW as uptime will be lower due to using Elemental Blockade on Lighting Staff with Spell Damage Enchantment Glpyh
In this case light inferno attack will only proc BSW
