Tactical???
Yes. The tactical use of skills and gear should make you more successful in game but what's tactical about spamming a skill on a solo players so he doesn't see you, himself or the zerg that's about to **** him. In fact it harms tactical gameplay since you are literally blind in game and can't react to the situation you're in.

Are you the victim, or the spammer in this situation? Because that sounds like an incredibly successful tactic for the one doing the spamming.
Tactics are, by definition, situational.
If it doesn't make sense, tactically, to use it in such a situation, don't use it.
