Does the Elf Bane bonus apply at cast time?

If I have a 5-piece elf bane (completed with an inferno desto staff) and hit wall of elements then bar swap (to a non-elf bane weapon, losing the 5-piece bonus) would the 2 extra seconds persist?

In the case you gave us, the wall of elements will persist with the extended duration. Of course the abilities you cast without the 5piece set will have their normal duration.
As a Magicka DK that wears this set, I will warn you: It will not increase your dps. It only works in pvp and the spell that benefits the most from it is Scorching Flare, from the support skill line.5
