I really like idea number 2. I don't think I've ever put points into that passive, there is no reason for it.

Can't just make procs absolutely usless in PvP. The rest I like.

Can't just make procs absolutely usless in PvP. The rest I like.
Why not? Procs are horrible design for a game like ESO. For three years gameplay has been dumbed down with features that offer zero counterplay. Oblivion damage glyphs? Check. Undodgeable skills? Check. Stacking triple proc sets to instakill most players with a incap from stealth? Check.
Proc sets are 100% unecessary to the health of the game. The only proc type sets that should exist are ones like Molag Kena which actually require you to think about what you're doing.

I'm fine with proc sets like pirate skeleton, Kena, troll king, blooded spawn, mephala, etc since those are good situationally for defensive reasons. And to be quite honest using 1 Chuden, and 1 Pirate skeleton is just as good as any of those proc sets. Damaging proc sets need to go.
