Dungeon queue not working

Whenever a friend of mine queue's for a dungeon (He's a tank so it is pretty instantaneous), it pops almost immediately, but when we queue together (I'm a healer so you would think a Tank/Healer combo would be instantaneous as well), the queue never pops. This only seems to happen when he is party lead. When he passes lead to me and I queue us, it is instant. He has tried different things to figure out what the issue is but nothing seems to resolve it.
I've looked online and haven't seen anyone post something similar so I thought I would try to put it out there.
Quick Summary: He is a tank and when he solo queue's, it's an instant proc. When he group queue's with me (A Healer), the queue won't work unless the I become party lead and queue us which sucks when he is trying to get the Random Dungeon Reward since that is still bugged to only go to the party leader.
Note: We have tried this with me being a DPS and it is still the same issue. The queue just never procs unless I go lead or leave party.

Xezzu✭✭✭That "friend" would be me. I can't figure out why it is :
Not wanting to immediately blame it on a bug, I've tried a few different things to try to single out why it happens - I even disabled all of my add-ons with the thought that one of them is causing something wonky, but nothing seems to work.
I don't WANT to point the finger at ZOS saying it's something wrong with the the queue system, but with the bugs it already has and my inability to figure anything else out I can't help but to suspect that at this point. CaptainBeerDude✭✭✭✭✭It queued as a tri-role try-hard last night with a tank. Insta-queue for a specific single dungeon. I was lead and ended up as heals though. Easy answer would be to have heals as party lead though.0
