You need to farm Tremorscale to get 25% chance to have your bacon generate ipsum. This is working as intended.

I think the key to breaking this cipher is whether the "over" in the title means {past,bygone,done} or {additionally,more,remaining}. It sounds like a recollection of specific changes to the player rather than general changes.
Going line by line:

Something to do with spell damage proc which equals x10 magicka equivalent for damage (e.g. an increase of 500 spell damage is about the same as an increase in 5000 max magicka for damage output). How it ruins mages guild? I dunno 1.the post starts with reflection so I assume he is talking about a big damage nuke with procs and mages guild passives being reflected back and as a consequence he takes a big spike of his own damage using his magicka to cast the spell and being unable to spam equilibrium because of the damage he took from his own spell. 2.the proc increases the value of magicka abilities thus increasing the value of magicka regeneration where the mages guild skill line in insufficient for sustain thus breton is better than orc?

OMG!!! This might be the second best game ever (behind the original Legend of Zelda of course). I still have it for NES. This might call for a replay. Tilt is OP on the last boss fight, that much I remember.
