Did they really just simply copy/paste the mages guild npc from vulkhel guard AD into vivec city? he even still talks as if hes in vulkhel guard... wtf the lazyness zos!

Yes. They did. When we said in beta that we wanted a quest to join the guilds to be in Vivec City... that wasn't what we had in mind. Nah it's not that, because if you join in Daggerfall or Davon's Watch you can ask about them being affiliated with the Covenant or Pact.
