Is this a bug on the website or something? When I go in game I can't access it either, it still says I have to purchase it?
I have ESO plus so why am I not able to access the DLC?
It has been said over and over since it was announced that as a Chapter it is an expansion.
It is all over these forums that it is an expansion.

But it's not an expansion. It literally doesn't expand anything from the existing game.
There's a new class which requires that you create a brand new character. (And gives no extra slot)
New areas outside of the existing areas
New trial in Morrowind
New Battleground in Morrowind
New story not linked to the existing story.

You guys really don't understand what an expansion is. It does so expand the game. But I am done trying to educate you people on what an expansion is. I am going back to play the Morrowind Expansion that was released.

The land mass
The number of achievements available
The number of quests available
The number of collectibles available to earn in game
The number of delves
The number of public dungeons
The number of trials
The number of available classes
The number of different types of pvp available
The number of idiotic posts on the forums
Expanding the existing game only doesn't really make sense in terms of MMO expansions. They traditionally add more zones, classes, game modes, and stories.
