That suggestion is a terrible suggestion.......
Scenario:
Have friends/guildies that play on same campagins but with different faction than you......well sucks to be you not being able to play with whoever you want.....

You can do dungeons or you can play on different faction in another campaign or just do battlegrounds, cant you see how many players abusing that faction change system and ruining the campaigns?
Campaigns supposed to be an Alliance war, now a whole group of players can take a keep with their AD chars and then log on their DC chars and take the keep back, as simple as that... this is wrong.
Personally I feel accounts/guilds should be locked into contracts of who they fight for, but independent when not on a month/week contract.3. Lock account into one alliance per campaign.

Unfortunately the majority of players are not thinking like that, in that scenario the most people will swap to their DC char and join the potatoes zerg, so why the zerg is getting bigger and bigger on one side only.

It's not a problem on their end - it's a player behaviour problem, and Zenimax is not really responsible for player behaviour, as long as it doesn't break ToS/CoC. And capping empty keeps is not a breach of that. Zeni is not responsible for the player-culture, sure they could try and combat it but in the end, we need an attitude change in players - that would be the most natural way to go.

The present system have two major faults,
1. It is to easy to win a Campaign by capping keeps, when the server is nearly empty or one alliance have much more people on line.
2. The benefit from the Campaigns are a joke! You play for 7 or 30 Days and get next to nothing, compares this to the number of dungeons and trial one can do in a month!
Suggestions
1. Make it impossible to take enemy home territory flags when they are on one bar, or buff NPC and players so they are able to stop an Alliance that have higher pop.
2. Introduce a token system with which you can buy any type of equipment in the game and balance it so you can get as much out of Campaigns as one gets by doing pve content.
