Devour not increasing Werewolf transformation time - NA

Logged in on a character on which I had previously purchased the Devour passive so I could level up my WW skill, and found while I could activate the ability, there was no increase in my werewolf transformation time. This continued to happen even after relogging.

The animation works as normal, but the blue bar indicating how much time I have in WW form does not increase as it should, and continues to decrease as if I had not used devour.0
