Sorry to tell you, but since there is no such thing as a DUEL core, ESO could never have supported it because it doesn't exist. Maybe you mean a dual core, but that's neither here nor there.

I could have considered it a long time ago if Zos had said anything about it. Instead I'm having to consider it now while being screwed out of the rest of my ESO+ which I already got screwed out of Morrowind on, and now Morrowind makes everything I have paid for unusable.

It's not that they changed, its that Zos never announced dropping dualcore support.

Odd since that page shows it was updated just last month and @Kiwi noted in a page above that they played ESO on a dual core today.
The one things about first level of support is they are generally not very knowledgeable and that is fairly normal with and help desk situation. Try asking for a supervisor or tier two for better clarification. It is worth asking.
I assume you have repaired. The issue also could have to do with corruption on your PC. Files get messed up overtime and whatever and I am guessing you have had that PC for a long time.
