Where Do You Get Morrowind Set Pieces?

I've had a couple of oddities occur, where I had killed a world boss or delve boss — yet no loot dropped. Same with public dungeons. How else am I supposed to get the: Gloves, shoes, and belts? Or was this intentional, in that said bosses no longer have a 100% chance to drop item sets upon defeat?

✭✭✭✭✭Iirc, there is a time limit between loot drops. So if you kill the next boss spawn too fast, it won't drop loot"Stand strong, stay true and shelter all."

and you can also be in a group of two doing salothans council and still not get a drop... four occasions i and my friends have been to that world boss and never picked up loot and at one point there were only two of us there, both magsorcs so not doing enough damage is not the issue in that particular case, quite a few people now avoid it because its just not worth it.. bugged?..Edited by supaskrub on June 11, 2017 1:33AM1 -

That was the WB I was talking about. Except nobody was there but me. Lol. I solo'd it, and still got no loot from it. Is the game trying to tell me that I didn't do enough damage by myself to earn loot?

@supaskrub I had a feeling that something was a tad bit off about that world boss. Whole lotta' hard work for nothing.
Oh well.
But anyway, why is it that delve bosses and public dungeon bosses weren't dropping item sets? And if because there is a time limit to how soon I can retrieve loot, what's the limit?
@Ch4mpTW It works something like this:
Delve and public dungeon bosses all spawn on a five or six minute timer (cant remember the exact figure) and its keeping at this interval that you will get a drop, if someone who has not done the dungeon/delve enters the area then the boss can and will respawn right away (this is why you often see a delve boss get killed and then in seconds another one appears), if you kill that inside the cooldown all you get is a small amount of gold, Public dungeons work similarly but a little more complex as there are a number of bosses but you will notice sometimes as you cycle through them one by one that on occasion you won't get a drop, this is because you have hit the cooldown.. (ie killing stuff too fast).
Cooldown does not effect world bosses in my experience as they seem to spawn strictly to a timed cycle..Edited by supaskrub on June 11, 2017 8:37AM1 -

Overland group bosses drop head, chest, legs, or weapon set piece from the zone they are located in.
Public dungeon bosses drop a shoulder, hand, or weapon set piece from the zone they are located in.
Treasure Chests gained from defeating a Dark Anchor have a 100% chance to drop a ring or amulet set piece from the zone they are located in.
Treasure chests found in the world have a chance to grant any set piece that can drop in that zone.0 -
