Salothan's Council world boss not dropping loot

I've done this world boss at least a dozen times and they never drop any set pieces or loot of any distinction (will occasionally get a piece of Ectoplasm and like 10 gold). It's not an issue of not doing enough DPS either, and several people have told me they don't get loot from it as well.
