nah I logged out and back in again and still it lags, I think their server can't handle the load.

How long is it taking to login?
Your suggestion of logging in and out would take me close to 30 minutes, with 3 drop-outs each at both the main screen; then character select screen. So, if I make it to a third character select screen, I usually get in. If I decide to change characters, then I have to go through the whole process again.
Creating a new character however, is quick and reliable. No problems for new customers!!
It seems to me then that the servers are effectively controlling the user load, just using a method that you perhaps overlooked.
