Because there is no alternative.
Just like there's no alternative for those PvP players that need to spend hundreds of hours grinding dungeons for BSW, SPC, WC, etc., and hundreds of hours doing daily pledges for those Impen monster shoulders.

Going to guess you've never hit 40k dps under any circumstances.
1. Nobody wants to spend hours in PVP to get skills for PVE builds.
2. There is no alternative gear for BiS, plus the craftable sets aren't as common in BiS build as they used to be.
3. If you're not good without CP then your build or you're just not good.
4. Rotations aren't hard yet a stalling a few frames or the game network lagging a few miliseconds of input lag can cost you thousands of DPS. When alls said and done proper rotation according to the enemies HP can make a difference of 15k-25k dps.

so... do you just keep your bars empty while you spend those hundreds of ours farming the skills you actualy need?
do you see the world in shades of black and white, no in between whatsoever? its min max or nothing?
there are ALWAYS alternatives. they may not be best in slot alternatives, but they ARE alternatives. but given sheer volume of skills you get with ESO? a lot of people could use some help figuring out which of those alternatives work better then others for their specific needs. theory crafters that come up with min maxed builds? i guarantee you went through each and every one of those alternatives, while figuring out which abilities are the most optimal. they just for some reason skip that step of the process when writing guides. at least they stopped skipping that step when it comes to gear sets.

Even as someone who has farmed 2 sets of divines SPC (Purple Jewelry etc), BSW and other BiS gear, I have to respectfully disagree.
While it isn't hard to get the gear per se, to get the right traits is the most frustrating, tedious and frankly boring tasks in any MMO. No one likes having to farm the same instance hundreds of times just to get BiS gear, with no guarantee that they won't have to farm it a thousand times more. RNG is frustrating in any MMO.
Drawing a parallel to GW2, where practically BiS gear can be bought through tokens earned by completing dungeons, this RNGrind is extremely difficult in comparison.

Can confirmExactly and you do not need 40K dps to do Vet Trials.
You can do Vet trials (Maybe not HM) with like 25K dps.

also - everything in undaunted skill lines.
mage/fighter guild lines can be annoying, but at least its mostly just time investment to get them leveled up... unless you are on a console and don't have a handy addon telling you where all the lorebooks are.
vamp/ww skill lines can range from relatively simple to "oh to hell with this" depending on your individual social situation when it comes to getting bitten. at least leveling ww is relatively painless. leveling vamp skill line was "now that i have the achievement? never again, not even if it becomes so good that it ends up being required for some magika builds. no. hell no"
